Gareth Downey, Senior Qualifications Manager at Qualifications Wales will be taking part in the panel session on innovation and regulation at the e-Assessment Question Conference on 22-23 April in London.

Gareth is responsible for leading programmes focussed on the review and reform of vocational qualifications and has a wealth of experience in the vocational qualifications sector from teaching, assessment and quality assurance roles to working at an awarding body.

Gareth joined Qualifications Wales at its inception in September 2015 and has led on several wide-ranging programmes including the ICT Sector Review, Engineering Sector Review, Review of Essential Skills Qualifications, and the development of the new GCSE and AS/A level Digital Technology qualifications.

Talking about his session, Gareth says, ““There is a generally held belief that regulation hinders innovation. However, this is a very simplistic view and is not necessarily the case. Qualifications regulation can have numerous effects on innovation, both positive and negative, and I want to put forward some of the positive effects that qualifications regulation can have on the use of digital and e- assessment in national qualifications.”
