The e-Assessment Association (eAA) is pleased to welcome three members to its Board of Directors, bringing further expertise and experience from across the assessment community to support the Association’s continued development.
Dee Arp, Chief Quality Officer at NEBOSH, Kristin McKinlay, Head of Commercial Business Development for Global Exams Services at the British Council, and Timothy Miller, founder and CEO of Certif-ID, have been appointed to the Board.
Kristin moves from her existing position as a co-opted member of the eAA Board to become a full Director, representing the British Council.
Reflecting on the new appointments, outgoing eAA Chair Graham Hudson said:
I am delighted that Dee Arp, Kristin McKinlay and Timothy Miller have been appointed to the eAA Board. We were fortunate to have people of such quality and experience willing to put themselves forward.
Between them they bring a considerable breadth of experience from across the assessment industry. Dee has extensive experience of assessment, particularly in international assessment delivery, through her senior role at NEBOSH and its work with learners around the world.
Kristin, who has been elected to the Board after serving as a co-opted director, brings considerable experience from her role leading commercial and business development for British Council Global Exams Services. She was also closely involved in the British Council and University of London partnership which won the eAA's Best International Implementation Award in 2025. I would also like to recognise the excellent support that the British Council has given the eAA over many years.
Tim brings further strong business experience and a particularly interesting international perspective as founder and CEO of Certif-ID, working at the intersection of assessment, verified skills and international workforce mobility.
The eAA has grown significantly in recent years and I am very pleased that Dee, Kristin and Tim will now help shape the next stage of that development.
Dee Arp
Director - Ordinary
Dee Arp brings extensive experience in assessment, qualification development, quality and governance to the eAA Board. As Chief Quality Officer at NEBOSH, she is responsible for providing leadership on qualification development and assessment, as well as compliance matters across the organisation.
A Chartered Safety and Health Practitioner of IOSH and a Fellow of the Chartered Institute of Educational Assessors, Dee became a qualified health and safety practitioner more than 25 years ago while working at RoSPA. During her time there, she developed and taught a wide range of courses and supported boards with the implementation of safety governance.
Dee has also studied the Principles and Practice of Assessment at the University of Cambridge and is currently undertaking further study towards a Master’s in Education.
Alongside her role at NEBOSH, Dee is the Immediate Past President of the International Network of Safety and Health Practitioner Organisations (INSHPO), a RoSPA Ambassador and a judge for a number of industry awards, including the e-Assessment Awards. She is also a regular international speaker on health, safety and assessment.
Kristin McKinlay
Director - Organisational (British Council)
Kristin McKinlay becomes a full eAA Director after previously serving as a co-opted member of the Board, bringing continuity alongside her extensive international and commercial experience.
As Head of Commercial Business Development for Global Exams Services at the British Council, Kristin leads strategic technology partnerships, international business development and commercial governance for assessment services delivered on behalf of UK awarding organisations.
Kristin has more than 20 years of international B2B experience across education, software, aerospace and automotive sectors. Since joining the British Council in 2018, she has worked at the intersection of assessment, technology and commercial strategy, supporting the international delivery of assessments through sustainable, technology-enabled solutions.
Her areas of interest include digital assessment innovation, international collaboration and the potential for technology-enabled assessment to improve access, fairness and learner outcomes. Kristin has also supported the global exchange of knowledge and best practice across the assessment community through the eAA’s International Working Group.
Timothy Miller
Director - Ordinary
Tim Miller is Founder and Managing Director of Certif-ID International GmbH, a Cologne-based technology company building digital infrastructure for international skilled recruitment and verifiable credentials.
Since founding the company in 2020, Tim has worked at the intersection of workforce mobility, education and technology. He has led the development of TalentSure, which helps employers, agencies and training partners coordinate candidate sourcing, skills verification, qualification pathways and placements across borders.
His experience includes building partnerships with employers, training organisations, awarding bodies and public-sector stakeholders across Europe, the Middle East and South Asia.
Tim is particularly interested in making international recruitment more transparent and sustainable, improving the recognition of skills and qualifications, and using AI and digital credentials to create clearer, more trusted pathways from training to employment.
The appointments come as the eAA enters its next phase of development, with Dee, Kristin and Timothy joining the wider Board in supporting the Association’s work on behalf of the international assessment community.
Together, their experience across assessment quality and delivery, technology, international business, verified skills and workforce mobility will bring a broad range of perspectives to the Board as the eAA continues to develop its activities, community and international reach.
The eAA looks forward to welcoming Dee, Kristin and Timothy to their new roles and to their contributions to the next stage of the Association’s development.
